SCOPE OF THE CALL:
This call is intended to support projects that contribute to preserving the historical memory of democratic transitions in Europe, the establishment and consolidation of democratic institutions, and the strengthening of the understanding of the importance of democracy, the rule of law, and fundamental rights. Particular emphasis is placed on the historical experiences of European countries during the 20th century—specifically, the transitions from authoritarian and totalitarian regimes (including communist and fascist dictatorships) to democratic systems.
Support will be provided to projects addressing the following areas:

• Researching, documenting, and raising awareness about resistance movements and organized opposition to former totalitarian and authoritarian regimes, with a focus on their contribution to the development and protection of democracy. • Addressing the political, legal, and social processes of transition from authoritarian and totalitarian regimes to democracy, including institutional and legislative reforms.
• Preserving memory and providing education regarding historical violations of fundamental rights and freedoms—such as freedom of expression, assembly, thought, conscience, and religion, as well as the right to vote—while highlighting their significance for contemporary democratic societies.
• Exploring historical approaches to securing justice for victims and affected communities following the collapse of totalitarian and authoritarian regimes, including judicial proceedings, the restitution of confiscated property, amnesties, and the implementation of restorative justice.
Projects may also encompass activities aimed at preventing foreign interference, the manipulation or falsification of historical facts, and strengthening civic participation, critical thinking, media literacy, and societal resilience. Such activities must be substantively linked to European historical memory and contribute to preventing the recurrence of historical injustices and protecting democratic values.
Eligible activities include research, education and training, public debates, exhibitions, non-formal education, awareness-raising initiatives, the collection and digitization of historical materials and testimonies, the development of publications and online tools, and other innovative and participatory endeavors. Povezovalni ukrepi 2027
SCOPE OF THE CALL:
This call is designed to support projects that will contribute to a more effective transfer of results from research projects—funded under the Horizon 2020 and Horizon Europe programmes—into practical application and the market. Its objective is to bridge the gap between the conclusion of research projects and the subsequent stages of innovation development, during which the utility, market potential, business models, and prospects for securing additional funding are assessed.
The call supports the establishment of connections between research organisations, innovation ecosystems, companies, investors, public institutions, and other stakeholders capable of contributing to the further development and application of research results. Particular emphasis is placed on innovations with high technological, economic, or societal potential that have not yet reached the stage of development required for inclusion in business acceleration programmes, investment schemes, or other forms of support for market deployment.
Support will be provided to projects that include the following activities:
• Identification and documentation of innovation potential: the systematic search for and recording of promising innovations, start-ups, small and medium-sized enterprises (SMEs), and applicable research results stemming from completed or ongoing Horizon 2020 and Horizon Europe projects—specifically those under Pillar II of the Horizon Europe programme. • Implementation of open calls for innovation support: preparation and execution of competitive calls for individual research projects or the holders of their results. Financial support will be dedicated exclusively to prototype development, testing, demonstrations, pilot implementations, product validation, and the assessment of potential for market application and scaling within actual or near-actual environments.
• Access to environments for practical innovation testing: connecting selected projects and innovators with demonstration environments, living labs, testing facilities, industrial partners, and other settings that enable the testing of innovations under real-world conditions.

• Training for growth and market readiness: delivery of education and training focused on market and investment readiness, scaling operations, pre-commercial public procurement, and other instruments for bringing innovations into practice. Support may also include the formation of entrepreneurial teams—for instance, by connecting researchers with experienced entrepreneurs. • Connecting with further funding sources: guiding selected innovators toward relevant European, national, and regional programs and financial instruments—such as the European Innovation Council (EIC), European Innovation Ecosystems (EIE), Regional Innovation Valleys, European hubs for start-ups and scale-ups, and other public and private investment mechanisms.

1. Agriculture and food systems.
2. Clean transition: energy and transport.
3. Health.
4. Bioeconomy.
5. Raw materials and advanced materials.
Applicants must clearly specify the chosen thematic area in their project application.

Krepitev spomina na romske žrtve
SCOPE OF THE CALL:
This call is intended to support projects that contribute to preserving the historical memory of Roma victims of the Holocaust, genocide, war crimes, and crimes against humanity in 20th-century Europe. Particular emphasis is placed on research and raising awareness regarding the genocide against the Roma and Sinti during the Nazi regime—known as the Porajmos or Samudaripen—as well as its historical circumstances and long-term consequences.
The call also encourages research into the broader historical persecution of the Roma, including slavery, forced displacements, assimilation policies, forced sterilizations, and other forms of systemic discrimination. The objective is to enhance the visibility of Roma history within the European collective memory, prevent the denial and distortion of historical facts, and contribute to eliminating anti-Gypsyism and strengthening democratic values.
Support will be provided to projects that include the following activities:
• Researching and documenting the genocide against the Roma and its historical context, including slavery, post-war persecution, and persecution under totalitarian regimes.
• Preventing the denial, distortion, relativization, and marginalization of the historical suffering of Roma victims, and raising awareness about the consequences of these practices for contemporary society. • Establishing networks of young Roma and non-Roma "ambassadors of historical memory" who will contribute to raising awareness about the genocide against the Roma and preventing anti-Gypsyism.
• Supporting local initiatives for the preservation of memory, including the commemoration of August 2nd—the European Roma Holocaust Memorial Day—and May 16th, Roma Resistance Day.
• Developing and disseminating educational materials that integrate Roma history and the Holocaust against the Roma into national curricula and other educational programs.
• Collecting, preserving, and digitizing historical testimonies, archival materials, and research for future generations.
• Investigating the restitution of confiscated property, forced displacements, and the long-term consequences of historical injustices for Roma communities.
• Gathering, documenting, and presenting stories of Roma resistance—highlighting heroes, rescuers, intellectuals, artists, and community leaders—and emphasizing their contributions to European history.
• Exploring and applying approaches to transitional justice, including establishing historical truth, acknowledging past injustices, examining possibilities for redress, and preventing the recurrence of such injustices through education and the preservation of memory.
• Development of inclusive and participatory methods for preserving historical memory and for education—including artistic projects, local commemorative initiatives, and other creative approaches—that contribute to the prevention of hatred and discrimination.
Priority will be given to projects that link the commemoration of Roma victims of the Holocaust with an examination of the historical roots of anti-Gypsyism (antigypsyism). The active involvement of Roma communities, young people, educational institutions, researchers, local organizations, and the general public is encouraged.

CERV-2026-CITIZENS-REM-GENCRIME-2
Krepitev spomina na žrtve LGBTIQ+ in druge žrtve
SCOPE OF THE CALL:
This call is intended to support projects that contribute to preserving the historical memory of victims of genocides, war crimes, and crimes against humanity in 20th-century Europe, with a particular focus on the persecution of LGBTIQ+ individuals and other groups whose historical experiences have often been overlooked, marginalized, or insufficiently acknowledged.
Projects should address crimes committed under authoritarian and totalitarian regimes—including communist and fascist dictatorships—and contribute to an understanding of their causes, the methods by which they were carried out, and their consequences. Special attention is given to the historical persecution of LGBTIQ+ individuals based on their sexual orientation, gender identity, or non-conformity with social norms, as well as the persecution of other minority groups based on their identity, beliefs, or social status.
The objective of this call is to increase awareness of historical injustices, contribute to the recognition of victims, prevent the recurrence of mass atrocities, and strengthen democratic values, human rights, inclusion, and a shared European culture of historical memory. Projects covering the following areas will be supported:
• Researching and documenting historical atrocities: examining the organization and execution of genocides, war crimes, and crimes against humanity, including the roles of perpetrators, accomplices, and bystanders, as well as the circumstances that enabled these acts.
• Developing innovative approaches to preserving historical memory: creating new, inclusive, and participatory methods for education and raising awareness about historical atrocities—including artistic projects, memorial initiatives, and other creative activities—that contribute to the prevention of hatred and discrimination.
• Raising awareness about the historical persecution of LGBTIQ+ individuals and other minorities: conducting educational programs, training sessions, and peer-learning activities that highlight the historical experiences of persecution faced by LGBTIQ+ people and other marginalized groups.
• Countering historical revisionism: preventing the falsification, denial, distortion, or relativization of historical facts, as well as the competition between different historical memories regarding the persecution of LGBTIQ+ individuals, genocides, war crimes, and crimes against humanity.
• Researching persecution under the Nazi regime: raising awareness about the persecution of LGBTIQ+ individuals and other minorities during the Nazi era; preventing the denial or distortion of these events, as well as the use of inappropriate historical comparisons.
• Addressing diverse historical narratives: exploring and critically evaluating various national and regional interpretations of shared European history—particularly regarding periods of mass violence, persecution, and other grave historical injustices.
• Digitizing historical material: collecting, preserving, and digitizing archival records and testimonies from historical witnesses for use in education and training.
This call encourages projects that link historical research with education, awareness-raising, active citizenship, and the inclusion of communities whose historical experiences have been underrepresented in public memory. Particular emphasis is placed on employing participatory approaches, fostering critical thinking, and strengthening societal resilience against hatred, discrimination, and historical revisionism.
