SUBJECT OF THE CALL:
LIFE is the largest European financial mechanism dedicated exclusively to actions in the field of environmental protection, nature conservation and climate change mitigation and adaptation. The objective of the programme is to contribute to sustainable development and to the achievement of the objectives of the Europe 2020 Strategy, the 7th Environment Action Programme of the Union and other EU initiatives in the field of environment and climate change.
On 11 December 2013, the European Parliament and the Council of the European Union adopted Regulation No. 1293/2013 establishing a Programme for the Environment and Climate Action (LIFE).
GENERAL OBJECTIVES:
(a) to contribute to the shift to a more sustainable, low-carbon and resource-efficient economy, to protect and improve the quality of the environment and to halt or reverse the loss of biodiversity, including support for the Natura 2000 network and to combat the degradation of ecosystems;
(b) to improve the development, implementation and enforcement of Union environmental and climate policy and legislation, to promote and advocate the integration and mainstreaming of environmental and climate objectives in other Union policies and in public and private practice, including by enhancing the capacity of the public and private sectors;
(c) to support better environmental and climate governance at all levels, including through the closer involvement of civil society, non-governmental organisations and local actors;
(d) to support the implementation of the 7th Environment Action Programme.
In pursuing these objectives, the LIFE Programme shall contribute to sustainable development and the achievement of the objectives of the Europe 2020 Strategy and the relevant Union environmental and climate strategies and plans.
SUB-PROGRAMMES:
(a) the Sub-Programme for Environment (the Sub-Programme has three priority areas: Environment and Resource Efficiency, Nature and Biodiversity, Environmental Governance and Information);
(b) the sub-programme for climate action (the sub-programme has three priority areas: climate change mitigation, climate change adaptation, climate governance and information).
The following projects may be financed through action grants:
(a) pilot projects;
(b) demonstration projects;
(c) best practice projects;
(d) integrated projects;
(e) technical assistance projects;
(f) capacity-building projects;
(g) preparatory projects;
(h) information, awareness and dissemination projects;
(i) any other projects necessary for the achievement of the general objectives.

UPRAVIČENI PRIJAVITELJI:
Na razpis se lahko prijavi pravna oseba javnega ali zasebnega prava, vpisana v Poslovni register Slovenije ali sodni register.
Projekt mora izvajati konzorcij, sestavljen iz najmanj 5 in največ 10 konzorcijskih partnerjev. Vsaj en partner v konzorciju mora imeti sedež v Kohezijski regiji Vzhodna Slovenija in vsaj en partner v konzorciju mora imeti sedež v Kohezijski regiji Zahodna Slovenija.
Ciljne skupine, ki bodo uporabniki storitev Centra, so podjetja, raziskovalne organizacije, javna uprava, prebivalstvo in drugi deležniki za prehod v krožno gospodarstvo.

TEMA RAZPISA:
Ministrstvo za gospodarstvo, turizem in šport je objavilo javni razpis za vzpostavitev in delovanje Slovenskega centra za krožno gospodarstvo – za zeleni, ustvarjalni in pametni razvoj.
Predmet javnega razpisa je financiranje projekta, ki vključuje vzpostavitev in delovanje Slovenskega centra za krožno gospodarstvo – za zeleni, ustvarjalni in pametni razvoj za krepitev deležnikov v podpornem in inovacijskem okolju, z znanjem na področjih, ki so ključnega pomena za razvoj rešitev in poslovnih modelov za prehod v nizkoogljično krožno gospodarstvo in družbo v smeri zelenega, ustvarjalnega in pametnega razvoja.

The subject of the public tender is the allocation of grants for the co-financing of projects:
installation of heat generators that use renewable energy sources, namely:
wood biomass boilers,
heat pumps,
solar receivers for heat production
construction of plants for the co-production of heat and electricity from renewable energy sources (e.g. wood biomass) in existing district heating systems.
Financial resources for the implementation of the public tender are provided by the European Union on the basis of the "NextGenerationEU" Recovery Instrument from the Fund for Recovery and Resilience within the NOO, development area "Green Transition", component 1: "Renewable energy sources and efficient use of energy in the economy" ( C1 K1), investments "Energy efficient restructuring of district heating systems to renewable energy sources".

DURATION OF THE PROJECT: *The right to a non-refundable financial incentive is granted for an investment in a device for self-supply of electricity, which is carried out from 1 March 2022 inclusive
Eligible investment costs, including VAT, are the costs of:
− purchase of a device for self-supply of electricity (without battery storage of electricity);
− purchase of a battery storage of electricity;
- installation of a device for self-supply of electricity with a battery storage of electricity
and starting the system;
− assembly of a device for self-supply of electricity (without battery storage of electricity
energy) and starting the system;
− associated electrical installations and equipment.
Any natural person (citizen) who is an investor and:
- the owner or co-owner of the land on which the building stands, which will be self-sufficient with the produced electricity (hereinafter: the owner), or
- the co-owner of the land on which the individual part of the building stands, which will be self-sufficient with the electricity produced, or
- a family member of the owner or co-owner of the land on which the building or individual part of the building stands, which will be self-sufficient with the electricity produced.
The recipient of the non-refundable financial incentive may not remove the device for self-supply of electricity or the battery storage of electricity earlier than 3 (three) years after the payment of the non-refundable financial incentive according to this public call.
